Well given that you've missed prior posts that speak to these very issues: attached propane tank, get everything nice and hot and then clean the grates with a wire brush and then see where you are. Replace flavorizer bars with some aftermarket brand. Get whatever makes a credible claim to be stainless steel. Your paint is not peeling it's just creosote buildup in the lid. Scrape it off with a plastic tool.

Those grates look fine, just neglected and not cleaned. For free I wouldn't dump any money into it, and just use it until it doesn't work anymore. Especially since it looks usable, but neglected. I've honestly used way worse lol.
